What is Promoting Interoperability (formerly Meaningful Use)?
Promoting Interoperability simply means that providers need to show they’re using certified Electronic Health Record (EHR) technology in ways that can be measured against quality standards. These standards allow eligible providers (EPs) to earn incentive payments by meeting specific criteria.
Promoting Interoperability is using certified EHR technology to:
- Improve quality, safety, and efficiency
- Engage patients and families
- Improve care coordination
- Improve public and population health
- Ensure privacy and security for protected health information
CMS Final Rule for Meaningful Use in 2015 and Beyond
On October 6, 2015, the Centers for Medicare and Medicaid Services (CMS) and the Office of the National Coordinator for Health IT (ONC) released the final rule for 2015 Edition Health IT Certification Criteria (2015 Edition) and the final rule with comment period for the Medicare and Medicaid EHR Incentive Programs.
The much-anticipated final rule offered added simplicity and flexibility to providers still trying to achieve Promoting Interoperability goals. “We eliminated unnecessary requirements, simplified and increased flexibility for those that remain, and focused on interoperability, information exchange, and patient engagement” stated Dr. Patrick Conway, deputy administrator for innovation and quality at CMS.
